What do you want to see?
I don't know if there's as much excitement for Volume 4 as I feel in general but I'm really buoyed by the notion and concepts I've seen on the forum and floated around to me when creating a character.
I want to know... put your own ideas aside...
What are you hoping to see character wise in Volume 4?

Honestly? I'd like to see something like Vega from Street Fighter. A guy who only wears a mask because he's incredibly narcissistic about his looks and doesn't want them to be ruined. They could be fighting in OSW to find a way to preserve their appearance forever, provided we get to see him under the mask period. I feel like that concept could transfer well to the world of Lucha.
Another concept that I would be interested in seeing is something like a prankster kind of character. Someone that just runs around OSW causing mischief for cheap heat and laughs at other's expense. I can see him acting like one of those annoying "it's just a prank, bro" people used to get big for on Youtube when it's pretty much harassment and borderline battery. That's another concept that I think could work well for a while.
Would love to see other's opinions on this question, myself.
I think foremost I want to see originality. I know that Volume 4 was originally conceived as a way for people to bring back their old characters, but there's a volume worth of room to do that in. I'm excited by a lot of the characters brought up so far.
I'll update whenever ideas hit me for characters.
I'd like to see a character who tries to wear as little of a mask as possible, like a version of a flasher for Lucha. Risque or something as a name.
I'd like to see some good female characters.
If old characters are coming in, I'd like to see them with a cool twist on why they're still kicking around.
I'd love to see some characters that aren't all what they seem. Something that's a slow burn reveal for what's really driving the character.
I think as well the idea of all in masks is so unique that can really be played with a lot here.
Mask matches could be a thing - though I wouldn't know what would be the consequences of losing one. Execution?
